This volume of the environmental impact statement (EIS) outlines the structure of the EIS documents and the approach to the assessment given the nature of the Project (as described in Volume 1) and the set of guidelines that have been established by Canadian Environmental Assessment Agency (CEA Agency) and the Joint Review Panel (see Volume 1, Appendix A).

The scope of the Project being assessed is described in the Project Description (Volume 1, Section 2).
